Tournament regulations – Lundaspelen 2017

Summary


Lundaspelen is played according to IHF rules and Swedish Handball Federation (SHF) regulations. The English text is valid in interpretation issues.
Swedish and foreign club teams, school teams, district teams and national teams are welcome to play in Lundaspelen.
We kindly ask you to note the following exceptions:
  • 1) Handball glue is only permitted in the categories B/G19, B/G16 and B/G15.
  • 2) Girls are allowed to participate in boy's teams until B14) The size of the handballs must be those specified by the SHF
  • 4) Team time-out is not permitted
  • 5) Category B/G9 and 10 play with a lowered goal bar.

Competition form

  • Teams are divided into groups of 5-6 teams where all play each other.
  • The top two teams advance to the A-final round and the remaining teams to the B-final round (with exception of the top-level tournament). Exceptions might occur.
  • Final rounds are played as a cup (direct elimination).
  • All participating teams are guaranteed at least 5 scheduled games.
  • Clubs are allowed to register multiple teams in the same category. A player is only allowed to play in one team in each category.
  • All participants must be able to present a photo identification upon request.
  • Which teams can participate?
    • Club teams.
    • School and district teams outside Sweden.
    • Swedish district teams after the contest management's assessment.
    • National team after the tournament management's assessment.

# § 1. Organizer
LUGI HF of Lund, Sweden organizes Lundaspelen. 


# § 2. Playing Rules
Lundaspelen is played according to the IHF rules and SHF regulations. The English text is valid in interpretation issues.

# § 3. Competition Form
The teams are divided into groups, where all play against all. The top two teams (top-level tournament the top four teams) from each group advance to A-finals, and the remaining teams to B-finals. Exceptions might occur. If there only is one group in a category, a double or single league is played instead off playoffs. The final tournaments are played as a cup (direct elimination). Group placement is decided by the usual system of points. If two or more teams have the same amount of points, their position will be decided by the following priorities:
1) Goal difference
2) Highest amount of scored goals
3) Result of mutual meeting
4) Drawing of lots (if the lot decides between a place in the A- or B-finals)
Ties in playoff games B14/G14 and older is determined by the "shoot out".
Ties in playoff games B13/G13 and younger will be determined by 7-meter throw (best of 5).

# § 4. Categories
B/G19 boys/girls born 1998 or later
B/G16 boys/girls born 2001 or later
B/G15 boys/girls born 2002 or later
B/G14 boys/girls born 2003 or later
B/G13 boys/girls born 2004 or later
B/G12 boys/girls born 2005 or later
B/G11 boys/girls born 2006 or later
B/G10 boys/girls born 2007 or later
B/G9 boys/girls born 2008 or later
B/G8 boys/girls born 2009 or later
No overaged players are allowed.

Special class - 15 years and upwards (mixed category for girls and boys, no wheelchairs allowed).

# § 5. Number of Players and Substitutes
A team may use a maximum of 17 players and four team leaders per game. You may use the same player from a club in various teams in the tournament but NOT in the same age category.

# § 6. Game Time
All categories play 2 x 15 minutes. No changing of sides - 1 minute half time break.

# § 7. Before the Game
Team List
A team list valid for the whole tournament must be registered in the Lundaspelen computersystem.
When you check in you will get the list along with other information. Then you must hand the list to the Lundaspelen crew in the arena where you play the first match. You can add extra players using the same form at a later time. Teams that have not handed in their team lists before their second game will be excluded from the tournament. All the participants on the list are considered to have played every game. Controls will be made on the team lists at randomly chosen games. The team leader must leave a cell phone number on the team list where the team can be contacted during the tournament.
Dresses
• If two teams have the same dress colour, the away team has to change.
# § 7. During the game
All teams have to be ready and dressed at the arena 15 minutes before the trough-off of the game (if a team is delayed the tournament jury must be contacted before a decision is made).

• The home team has the ball at the start of the game.
• The teams cannot request team time out. No time-out at 7-meters throws or suspensions.
• A team that leaves the playing court during an ongoing match will be disqualified from the tournament.
• After the game, each team leader must sign the game protocol.
• Each team is responsible for its' supporters' behavior.

Handballs
The home team has to bring a correct size and authorized ball to the game. The ball must be authorized by the referee.

If a match is completed with a different ball size, it will NOT be regarded as a reason for protest.

# § 8. Special Rules
We ask you to notice that international rules apply, therefore one-on-one marking is allowed.
• B/G9- & 10-categories play with lowered bars.
° The new IHF rules from July 2016 (last 30 seconds, blue card, passive play, goalkeeper as a player) apply in all categories (B/G9 – B/G19). The new rule regarding injured players will not be applied.
• The referee decides the official result of the game. The referee's time is the official playing time.
Handboll glue is only allowed in categories B/G 15, B/G 16 and B/G 19. Only water-based glue is allowed.
Handball regulations vary in different countries. In an international tournament like Lundaspelen this fact can cause problems. We encourage all participants to try to solve these matters with a friendly spirit.

# § 9. Age Identification
All players have to show age identification if the tournament jury asks for it. If a team uses an over-aged player, it will be excluded from the tournament.
In boys categories B14-B9, girls are allowed to play under the condition that it has been registered with the tournament jury.

# § 10. Exceptions
Teams with over-aged players can participate out of competition. The rest of the teams in the group will be informed about this. The teams' results will be 0-10 in every game.

# § 11. Referees, Officials
The referees are responsible for the official playing time and the official score. All matches have a Lundaspelen official who operates the score board (inofficial result). All the A-finals will have a timekeeper and a scorekeeper.

# § 12. Tournament Jury
The jury decides protests and penalties. The jury's rulings cannot be changed or overruled.

# § 13. Protests and Penalties
Protests have to be given in to the nearest secretariat at the most 15 minutes after the game in question has finished. The protest quota (SEK 600) has to be paid at the same time. It will be returned if the protest is accepted.

# § 14. Disqualification and Excluding
Players and leaders that are disqualified (= direct red card) will be suspended without any jury ruling for the following match. Team officials are responsible for the follow-through. This does not apply for players who receive a red card for his/her third suspension in one game. Players that are excluded according to rule 8:10 (extremely unsportsmanlike conduct) are suspended from further play until the tournament jury has delivered its verdict.

# § 15. Handball Paste (glue) Ban
All forms of handball paste usage is forbidden in B/G14 categories and younger. Violation against this prohibition results in the following:
Before the game: The player is requested to remove the paste.
During the game: The player is given an oral reprimand and must immediately remove the paste.
If repeated violations occur, the player will be given a red card, but is not necessarily automatically suspended.

# § 16. Walk Over
A team that does not show up in time for match without a legitimate reason will lose the game with 10-0. If this happens more than once, the team may be excluded from the tournament. If there are compelling reasons, the jury can exclude a team on the first offence, for example if a deliberate walk over benefits the own or another team in the group.

# § 17. Playing Program
Lundaspelen reserves the right to make changes in the schedule regarding groups, start times and arenas.

# § 18. Result Service
Results will continuously be posted at our information office in Arenan. Results will also be continuously updated on this website,http://www.lundaspelen.com/.

# § 19. Order Regulations
General
* The team leader stipulated on the team list will at all times be responsible for his/her players behaviour and the cost for any damage they may have caused.
* It is forbidden to consume any form of alcoholic beverages and to handle any narcotics.
* Silence is required at every school between 23.00 - 06.00.
* Each team must clean their sleeping facilities before departure and have the cleaning approved by Lundaspelen hosts.
* All participants must follow instructions from Lundaspelen officials.

Fire Safety
* It is forbidden to smoke in Lundaspelens facilities and on the busses.
* It is forbidden to cook any food in the schoolrooms or in the corridors.
* It is forbidden to place any flammable goods in the corridors or rooms. It is also forbidden to place benches, chairs etc in the corridors or outside.
* It is forbidden to use any form of pyrotechnical devices, such as fireworks and firecrackers.
* All doors between corridors and stairways should be kept closed at all times.
If these rules are disobeyed, the offence will be handled by the tournament jury and may lead to disqualification and expulsion from the accomodation.

# § 20. Insurance, Liability
Each team leader must make sure that his/her players are totally insured both on and outside the playing field. Lundaspelen has no general insurances that cover accidents, sickness, thefts, or damages. Lundaspelen is not obliged to refund any team due to force majeure occurrences, for example war, war like occurrences, revolution or similar event, strike, lockout, blockade.
We urge our participants and leaders never to leave any valuables or money unattended!

# § 21. Notice of Changes
Every team manager must make sure that all participants are aware of these rules. Every team manager must make sure that he/she has the latest version of this document.

# § 22. Force majeure 
In the event that the tournament can’t be held or is postponed due to events beyond the control of the tournament organizers (force majeure*) or due to events which are not attributable to wrongful intent or gross negligence or the tournament organizers, the tournament organizers cannot be held liable by the delegations for any damages, costs or losses incurred, such as transportation costs, accommodation costs, costs for additional orders, financial losses etc. Under these circumstances, the tournament organizers reserve the right to either retain the entire registration/accommodation fee and to use it for a future tournament, or to reimburse the delegations after deducting costs already incurred for the organization of the tournament and which could not be recovered from third parties.

*Lundaspelen is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events.
